The Council and the Tuerier
The Council is the authority behind the archives, committees and reports. The Tuerier patrol Tés Aváir.
The Council
The Council is there from the very first page. The book’s opening lines already tell us that the name Godrand disappeared from the Council’s archives thirteen years after Krigens tid, and that nobody wrote down why.
Many of the chapters open with an extract from the Council’s papers: a letter fragment found in the Council’s archives, an archivist’s private correspondence and the Council’s register of crossings. Together they give the impression of a large authority with many departments.
In Tés Aváir, Retia explains that most of the men in the city work for the Council or for the city’s firms. And in history class, the students learn that Krigens tid began with a dispute in the Council over how Dherak could be used.
The Tuerier
The Tuerier are the ones who walk the patrols. When Chris arrives in Tés Aváir late in the autumn, he sees three of them walking through the streets, dressed in grey and armed with short swords. Several chapters open with extracts from Tuerier reports, and they deal with what goes on in the city’s darker quarters.
